In 2020, South Korea's Daewoo Engineering & Construction signed a $2.625 billion contract with the local government to build the first phase of this port, including breakwaters, channel dredging, five container berths (with a capacity of 3.5 million TEUs), roads and other infrastructure works. The first phase will be completed by 2025 and will be able to berth the world's largest container ships.

The first phase of the project proposes to build a strong quay wall to facilitate ship berthing, cargo handling and vehicle operation. As the average depth of the natural seabed in the construction area is only 6m, the first phase of the project is planned to be a container terminal with a length of 1,750m and a dredging depth of 19.8m. In order to ensure the stability of the container terminal built on soft clay and sandy soil, steel pipe piles are required to fix the foundation. PCK supply spiral steel pipes for submarine piling with length of 44-52m, wall thickness of 25mm, diameter of 1420mm and 1220mm respectively, total weight of about 68,000mt.
